FICCI FRAMES 2014 : TOWARDS TRANSFORMING LIVES

FICCI FRAMES, is purely an industry initiative to bring all stakeholders on a common platform to discuss various issues relating to media and entertainment. over a period of last 15 years it has helped to resolve conflicts, trying to find out solutions, peeping into exciting new future shaping the business. This forum is very important in today's context as India's Media and entertainment industry touching life of million of people in a much deeper way, 161 million TV households, 94,000 newspapers including 12,511 dailies, close to 2000 multiplexes, 214 million Internet users out of which 130 million uses mobile devices to access net, all these platforms capable to drive change in a faster way and act as transformational catalysts.













The FRAMES open today at Renaissance Hotel in Mumbai, Manish Tewari, I&B Minister was suppose to inaugurate the event but due to announcement of election and model code of conduct, he was represented by Shri Bimal Julka, Principal Secretary I&B. Harshvardhan Nevatia, Vice President, FICCI in his welcome address pointed out that the event provide excellent platform to resolve industry specific issues, but still so many important one such as single window clearance still a dream. He stressed that more friendly ecosystem can leapfrog the industry. In his opening remarks, Uday Shankar, Chairman FICCI Media & Entertainment Committee and CEO Star India shared that media and entertainment industry recorded 12% growth as compare to the overall growth of 4% which shows it's potential and power. But it is not only the financial growth of M&E business but also the way it affect the nation is also equally important. The Government formed after General Election should understand, recognise various concerns, issues relating to our industry and should also ensure it's vibrancy in the coming years. In his theme address Puneet Goenka, CEO of Zee quoted latest PWC Report and said that the global media and entertainment Market will grow with an estimated CAGR of 5.6% over the next five years thus generating revenue of US$ 2.2 Trillion. The consumer spend on access will rise unto 30% by 2017 from 24% figure in 2012. This connotes that consumer is ready to pay extra rupee for accessing content based on his preferred time, place and screen. The content creators need to address this demand by ensuring that they are present at whichever time the consumer demands your content on whichever screen he wishes to access, this pose great challenge as well as opportunity. The time has come when Indian entertainment industry should lead in not only creating world class content for consumers in India to transform their life but also the global audience.

Ajit Pai, who was picked up by President Barrack Obama to head FCC in USA was guest of honour. Among other things, he observed that transformation in the area of entertainment and communication has already started taking place in faster lane specially due to revolution in the field of social media, animation and VFX. Ajit Pai, sharing his own experience  at FCC about digitization told that it was private enterprise, taking risks to innovate and build, and competing for consumers in the free market, that brought about the digital revolution. It was our private sector that spent over one trillion dollars over the past fifteen years to upgrade cable systems, launch satellites, lay fiber, build towers, and deploy our broadband infrastructure. Rather than owning companies or directing capital spending, the United States Government has sought to create a regulatory framework that gives companies the right incentives to make these investments. How it happened, first, we have removed regulatory barriers to infrastructure investment. Second, we have created a free market for spectrum. And third, we have embraced free trade and foreign direct investment as a way to promote capital formation. Each has played an important role in fostering the innovation we see in America today. And I believe each serves as a valuable lesson for regulators going forward.

Bimal Julka, Secretary I&B, in his vision statement on media and entertainment business , said that there is a paradigm shift in his ministry's approach the way government think and act . The ministry want to create conductive environment to make India as global hub of entertainment business by harnessing technology and mutual cooperation. As for as challenges, these are multilayered and needs to be tackled with discussion, collaboration. Some of the core issues are complete digitisation of TV signals, credible rating system, enough transponder space, issuance of broadcasting licences. As far as the quality of contents, the government want to leave it on viewers that what kind of Programmes they want to see. Control on media ownership and monitoring contents are some of the issues for open discussion. We have great opportunity for indigenous entrepreneurs in the area of manufacturing of electronic equipments especially setup boxes. He shared that a number of agreements have been signed by government with various countries for co production, producers should come forward to avail this wonderful business opportunity. During the inaugural session noted actor Sonam Kapoor shared the dais with other dignitaries but left during the course of discussion leaving the organisers embraced.

Another interesting discussion was on 'De-bottelnecking the Regulatory Hurdles'. As a panelist Uday Shankar questioned the very objective of regulation that too in a selective segment of market. He further said that until and unless there is a clear perspective about regulation, it will
keep on creating problem. Take for example case of limiting advertisements on TV Channels. In case the advertisements create distortion then we should try to find out why the ads create distortion and solve the issue with mutual discussion. media is basically a consumer business, multiplicity of choices and contents will be good. Purpose, transparency of data, clarity, accountability will resolve so many conflicts and problems. Contents and devices are breaking boundaries of nations so any kind of regulation will not be very effective.
Carrying the discussion forward, Rahul Johri said that MNCs have tremendous faith in Indian talent as well as infrastructure that is why they are setting up their offices, process units and research labs so the government should help them to function without much hurdle.
Bimal Julka on the defending side, accepted that there have been different set of rules for different entities, this will be resolved.

Another interesting discussion of day 'Cut so deep- Are we sacrificing creativity at the altar of morality' drew lot of crowd. Noted film director Sudhir Misra moderating the discussion, said that director put lot of elements to establish story, showing husband beating wife does not mean that director subscribe wife beating, in fact he is trying to weave up a story. Similarly showing a character smoking or drinking is to establish him as a bad character, casteist remarks in a movie does not mean that director believe in demeaning a caste or religion it is just to build up conflict.

Then there is a question of nudity or obscenity which also invites maximum cuts. Actor Kajol opined that director should have a choice to develop a woman's character, exposure limit should be left on his discretion as per the demand of story.

There was a producer and director from Delhi sitting in the audience who produced a film he based on Kamsutra he had some serious issues with Censor Board which branded this movie as porn. He felt that due to certain prejudices he was harassed by Censor Board. He was informed by Censor authorities that the film rejected by various committees such as screening committee, review committee and again asked to submit for final review, the board has certain guideline and the film is judged in the light of the same.

Then there was a issue of tough and soft censor boards. There were speakers who said that it is easier to get a film certified by regional board at Chennai or Trivendraum, so there are many producer sensing trouble at regional board at Mumbai take there movie for certification to Chennai. Opinion were divided, there were people in audience as well as on dais who were of the opinion that it is because of liberal social values at these centres. There were people who said that whatever is the policy guideline should be judged uniformly.

During the entire discussion the softest target for attacks from speakers as well as the audience was Rakesh Kumar who has taken over as CEO of the Censor Board recently. Veteran Producer Director Ramesh Sippi was part of panel seen defending him in strongest terms. Rakesh Kumar very politely Informed that the existing guideline is under review. Committee headed by Justice Mudgil is traveling

across the country to take opinion of people, industry representatives and other stake holders. There report and recommendations are eagerly awaited. Based on this open dialogue there may be some landmark changes in censor policy in offing.
